TOP stands for Temporary Occupation Permit for TOP. It is given to developers who have not yet attained the CSC, but units in the estate are already safe for residents to move in.
Home Owners will received a letter from the lawyer after the bank makes the dispersement of the balance loan. If you are not taking loan you will have to make the balance payment of 25% in Cash/CPF, and the final payment of 15% upon CSC. (Can be around 8-12 months)
